VOMA and POGA: Emerging threats to Türkiye?
Recent events in Azerbaijan, including the defeat of separatist forces, have drawn international attention to two organizations known as VOMA and POGA. These groups share a common hostility towards Türkiye and Azerbaijan and are viewed by experts as behaving more like terrorist organizations than non-governmental entities.

Recent developments in Azerbaijan and the defeat of separatists have brought two organizations, VOMA and POGA, into international attention. These groups are united in their hostility towards Türkiye and Azerbaijan and are perceived by experts as acting more like terrorist organizations than non-governmental organizations. It is believed that Ankara should closely monitor this situation and take necessary actions if needed.
VOMA and POGA have been increasingly mentioned in international press and on social media. Various individuals, including business people, models, and young groups, have shared videos showing people receiving training together. These training sessions cover activities such as mine laying, firearms training, martial arts, and communication with locals. While these organizations are not openly recognized as terrorist groups, there are concerns that they could potentially evolve into asymmetric terrorist organizations.
VOMA, which stands for "VoxjMnaluArvest" or "art of survival" in Armenian, was established with the support of global powers and Armenia, aiming to create a new armed terrorist organization. It is led by Vladimir Vartanov, a Russian citizen of Armenian origin, and has received support from other terrorist organizations such as the PKK and ASALA. VOMA began its operations in 2014 and intensified its activities in the Nagorno-Karabakh region after the 2020 Karabakh war.
Another group, the "Military Patriotic School," or POGA, was formed with the goal of capturing Karabakh. This organization recruits individuals from various age groups and provides military training. POGA also increased its activities following the 2020 Karabakh war.
Both VOMA and POGA base their activities on radical nationalism and anti-Turkish propaganda. Their slogans and messaging promote war against Turks and Armenians, emphasizing the need for a strong and powerful Armenian state.
These organizations claim that Türkiye and Azerbaijan have occupied Armenian lands and that all Armenians are under threat of destruction. They encourage civilians to prepare for these alleged threats behind the army.
While no fees are charged for participation in military training, individuals who promote the organizations on social media are paid over $100. Funding for these organizations comes from various sources, including the Armenian diaspora in the USA and Europe, the Armenian state, donations from anti-Turkish individuals and organizations worldwide, and wealthy Armenian businessmen. Additionally, these groups collaborate closely with the PKK and receive support from them.
It is worth noting that both organizations have been officially designated as terrorist groups by Azerbaijan. Experts warn that if these organizations continue their activities and preparations for actions, a new anti-terrorist operation may become necessary.
