"Gaza is in complete blackout while heavy shelling continues," Borrell wrote Saturday on X, the platform formerly known as Twitter.
The UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) warns of the desperate situation of people in Gaza without electricity, food and water.
"Far too many civilians, including children, have been killed. This is against International Humanitarian Law," Borrell said.
"A pause of hostilities is urgently needed to enable humanitarian access," he added. "We condemn all attacks against civilians, including continuing indiscriminate rocket attacks against Israel, and we ask the immediate and unconditional release of all hostages."
