A bitter row over migration policy is "damaging not only Germany's image, but first and foremost its government," says Foreign Minister Heiko Maas.
Speaking after talks with his Bulgarian counterpart, Ekaterina Zaharieva, Maas said he supported Chancellor Angela Merkel in her push for European rather than unilateral measures to reduce secondary migration, adding that "national solutions aren't solutions at all."
The German government has agreed to send troops to help secure Bulgaria's external EU border starting in August.
