"Germany has become one of the key global guarantors of peace and security," Zelensky told the UN Security Council on Wednesday.
"This is a fact. It is also a matter of fact that Germany deserves a place among the permanent members of the Security Council. Latin America must be represented here permanently and the Pacific states as well."
The African Union must also have its place in the most important UN body, he said, adding that Asia also deserves a stronger presence.
"It cannot be considered normal when countries like Japan, India or the Islamic world remain outside the permanent membership of the Security Council."
It is unjust for billions of people not to be represented, he said.
Five countries - China, France, Russia, Britain and the United States - are permanent members of the UN Security Council and wield veto power over resolutions.
