Ukrainian President Volodymyr Zelensky promised the military a reform of conscription laws in a video speech on Friday evening.
The proposed reforms concern the conditions for the possible demobilization of front-line fighters, including some soldiers who have fought on the front lines since Russia launched the full-scale invasion in February 2022.
"Everyone in Ukraine understands that changes are needed in this area," said Zelensky.
New potential recruits will also be the focus of changes to the law, Zelensky said. He said any changes would have to be worked out and approved by the military leadership.
The announcement of reforms is seen as a concession to the soldiers, some of whom have protested for more rotation to allow weary front-line fighters to recover.
Around 820,000 Ukrainians are currently serving in the armed forces. According to the current martial law, these soldiers cannot be demobilized.
In order to even send some conscripts home temporarily, Ukraine would need to recruit additional troops so that the front does not collapse.
