In 2020, around 200 Rohingya died at sea while 30 are believed to have died in 2021 at the height of the Covid-19 pandemic, he said. In some cases countries refuse the boats permission to dock, resulting in what the United Nations has called a game of "human ping-pong" that leaves many at sea for long periods.
